To make up for this, training and monitoring soldiers and police is a critical part of the OHCHR's work in Uganda. At the start of the training sessions, many of the students know so little about human rights that they happily admit to committing violations. Soldiers will ask if it is wrong to beat people until their arms break. Police will admit to arbitrarily locking people up for such non offences as "carrying stones" or "looking angry".
